Marat Muratov was born on July 6, 1965 in Kirovo-Chepetsk, the Kirov oblast, Russia.
In 1993, he graduated Kazan State University, Faculty of Journalism.
After the military service in 1983-1985, he started his career as an operator in NGO Soyuzneftepromkhim in 1986. In 1991-1998 he held the positions of director for commerce in the newspaper Kazan Telegraph, director of TOO Fatum, director of the scientific-production firm Interpromkhim.
In 1998-2003 he was deputy head of administration, first deputy head of administration of the Nizhnekamsk District and Nizhnekamsk.
In 2003, he became director general of the Tatarstan Agency for mass communication Tatmedia and head of the Republic Agency for press and mass communication Tatmedia in 2009.
2012 – 2013 First Deputy of the Chief of Staff of the President of the Republic of Tatarstan
In 2013 hold the position of the executive director of Vamin Tatarstan Dairy

He has a doctoral degree in legal sciences.
Marat is awarded with medals “In commemoration of Kazan’s 1000th anniversary”, “For services in conducting the Russian agricultural census”, the medal of the Republic of Tatarstan for meritorious labour, the medal of the order for services to the Fatherland II degree, the Tatarstan Presidential Letter of Gratitude.
Married, has two daughters.
