Born on September 29, 1971 in Kazan.
He graduated from V.I.Ulyanov-Lenin Kazan State University with a degree in “sociology” in 1993, and “jurisprudence” in 1998.
In 1993 – 1995 worked as sociologist at the Regional research centre (Kazan)
1995 – 1999 – worked as Head of the Division of export and import operations at the Agency for the development of international cooperation, Cabinet of Ministers of the Republic of Tatarstan
1999-2004 – worked in the position of Aide to the Minister of Trade and Foreign Economic Cooperation of the Republic of Tatarstan and Representative Office of the Republic of Tatarstan in the Republic of Turkey
From December 2005 – held the position of Plenipotentiary of the Republic of Tatarstan in the Republic of Turkey
From July 2012 – Aide to the President of the Republic of Tatarstan for foreign affairs
2017 - graduated from Moscow School of Management Skolkovo (Executive MBA).
